How do I create this extra bar numbering?

You could use Numbered Bar Regions, but I’m not sure how you could get the glyphs instead of regular numbers.

I think Library->Font Styles->Bar Repeat Count is the font used.

Indeed, I actually already changed the font style there for the above example. But couldn’t manage to get the glyphs (choosing Bravura or Bravura text gives regular numbers…)

Edit: Maestro seems to work, but needs to set a huge negative value in Engraving Options for the distance from staff (with the staff-relative position set to below):

Dorico expects a “normal” text font for the Repeat Count font; and original pre-SMuFL Maestro happens to use 0 to 9 for time sig numerals, but the baseline runs through the middle.
