Extra licenses on startup after deleting Library Manager prefs

After attempting to reinstall Steinberg library manager, I accidentally deleted my library manager preferences file. Upon reinstalling I started Cubase, which now recognises 208 licenses, though I previously had 116. I have not updated my sound content at all and believe this somehow broke my LM prefs log. This has not affected my existing sound content as far as I know. I am reluctant to install my sound content again after so many historic issues with getting everything in place. I would like to know if there was a way to reset this and refresh the content scan to get back to how it was. Failing that, I guess I will just make do for now. Anybody who has had this issue and resolved it, please let me know.

I have resolved this issue now. For some reason the download assistant threw a load of temp sound update files into my VST Sound Updates folder. I think this was for sounds that need updating, but due to current library manager issues they did not actually install. I deleted them anyway and now I am back to 116 licences.
