Failed to update Library Manager?

So i don’t have HALION basic instruments anymore for some reason… I got instructions to restore this, but there have been issues. I was told to:

  1. delete Library Manager
  2. close Download Assistant
  3. reopen Download Assistant to reinstall Library Mgr.
  4. Install HALION Sonic

I went to the page to download Library Mangager for Mac, but after restarting the computer, I saw this message:

This is the version of Lib. Mgr. that I installed:

3.2.70 is not the latest version? Umm…
