I would love to be able to highlight repeat sections. I currently do this in another PDF program after I print the file to PDF. Would this be something possible to add so I can do it all in Dorico?

Not too difficult, and pretty close to your example:
- Create a new paragraph style
- turn off “Avoid collisions”
- increase the point size to maybe 24 pts
- Set background color to green, 40% opacity (this is where it differs from yours… it will obscure the notation a little)
- Save and close the paragraph style box
- Shift-X and select the new style
- spacebar a couple times
- drag the text item into place
