I went to Library->Music Symbols->Time Signatures, but, not understanding your instructions, I was unable to get your results. Could you please be more fulsome? Thanks greatly! Jim
I selected something that I won’t use, like C.
Clicked the trash can in the lower right of the first image.
Then selected the Time Signature range of glyphs.
Added the 3, a dot from the Repeats range, then the 5 and finally the 4. Adjusted the positions. Then you need to enter C in the Measure popover.

Jesper, all worked beautifully, except that I could find no way to make the change permanent. When I reopened Dorico, it was back to “c”.

When you reopened the same file, or a new file?
The change should stick in the existing file. If you want this to be a default for all new projects, then you need to open the Music Symbols dialog, select your changed symbol, and click the Save as Default star icon in the lower left.
