Then why is there a whole set of selection options in Library > Paragraph Styles > Rehearsal Marks?

Are these not for setting the style and appearance of Rehearsal Marks? If not, then why the heck is it there?

rounded rectangle is selected in the paragraph styles, but the notation shows the square bracket. It doesn’t matter whether I delete a mark and re-add it, the style stays the same. Adjusting the padding makes no visible effect.

having selected a square bracketed rehearsal mark in engraving mode and opening the bottom panel, I see no options to change the border style or padding for the rehearsal mark here.

Hi @jakeysworld, adding to what Daniel and Aaron have said, you seem to have overseen that that Paragraph Style section is the Border section (delimited by the grey rounded box). You need to activate the Border first, for the other settings of that section of that paragraph style to become applicable/visible (padding, border style, etc…).
You can by the way have both border and enclosure, if desired. The border is something that you can set in the Paragraph Style, the Enclosure can be set in Engraving Options, together with its paddings and sizes etc… (that you want to be Global for consistency):
