From time to time I have needed max fermatas per staff to have a different settings for different staves.
In this particular situation, I would like to have two fermatas on the upper staff and one on the lower. (I know you can drag a fermata off the page in engraver mode.)
Meanwhile an alternative/workaround are two custom playing techniques, the fermatas in both directions. Specify one fermata per staff as default and use the playing techniques to add more.
In this particular case, you could also notate the dotted half as a quarter tied to a half, and then set max fermatas to one.
(I know this isn’t what you were asking and may not be the look you want; I agree that more granular control over max fermatas could be useful.)
