Fermata midway through a bar

A piece of mine for multiple instruments has a fermata or pause on a crochet midway through the bar. This is quite clear in parts that have a line to play. However, in the parts for instruments that are not playing, Dorico displays the fermata over a whole bar rest, rather than over the particular crochet beat to be paused. The players who had such parts said it would be preferable to split the bar into individual crochet rests and place the fermata over the specific crochet beat to be paused. They would then know precisely when the fermata was meant to apply. I have tried doing this in Dorico 3 but the notation automatically defaults to a whole bar rest so that it is impossible to indicate which crochet beat is subject to the fermata. I’m sure there must be a way around this but have not been able to find it.

In note input, turn on on Force Duration (O) and Rest mode (comma), then enter the rests manually by pressing any note letter.
