I want to type in exactly the figuring that I want, not what the program thinks I should want. For instance, when I want simply a 4, it insists on putting in 5-over-4. I work on pre-tonal (17th-century) music, so the chords don’t function in the same way. Furthermore, I’m teaching figured bass, so I want my students to see precisely the figuring that the original source gives. Help!

Library > Engraving options are a number of options. Are they relevant?
Set the options in Note Input Options for Literal Figured Bass.
However, I’d suggest having a look at exactly what Dorico does and how it creates figured bass.
This is a bit old, but it covers the ground.
