Is there a way to select both notes and figured bass at the same time?
How can I select them all at once?
If this is for copy/paste reasons, just copy/paste the notes, and in Layout Options > Players >Figured bass, tick the target staff:
Even though it’s set up, when I select a single line, only the note is selected, and the figured bass is not selected.
If your source is a grand staff instrument, the figured bass is actually attached to the top stave, not the bottom stave, even though the figures appear below the bottom stave.
So, if you only select the lower staff, you will not select any figured bass.
(I understand this is to allow Figured Bass to work on both single and multi-staff instruments)
If I select them one by one, they get selected together, but is it not possible to select them all at once? Does that mean I have to copy and paste them one by one?
As with anything, you can select the first one, then the last, and use Select More to select all the ones in-between.
Bass figures are essentially the same as chord symbols. They are not attached to the notes on one staff – they existing at rhythmic positions, and can be made to appear, or not, on any staff.

You can also use the System Track to select everything including the Figured Bass. You will have to click into the square at the right end of your selection.
Then use the Filter (for Figured Bass), and you will have the Figured Bass numbers selected exclusively.
I haven’t used the System Track since v.2..0. I don’t think it’s necessary for most stuff, and I find it visually distracts, so that people ‘factor in’ leaving space for it in their page layout.
I admit that the System Track often gets in the way. But how else can I ‘select everything’ (and then filter it) across a range of bars in a large ensemble?
I would drag-select. Or instead of selecting everything and filtering, select the things you want and use Select More.
Yes, that works, too.
Especially when the selection exceeds the actual screen area, the System Track might be preferable, though.
I do have an easy to remember short key for the System Track’s visibility (Option-H).
