There are 10 flows in the score, and the music from Flow 9 needs to be inserted as a footnote or annotation at the end of Flow 3. How should I position it
You could maybe use an unlinked music frame at this spot, but it’s difficult to say without knowing exactly how it looks like. Could you explain a bit more?
I added the sheet music as a linked music frame annotation where I wanted it, but if I delete Flow 9, it gets deleted along with it.

It should only be in the notes and not in the score flow.
I guess your music frame for the foot-note is not a “MA” one? If it’s M+another letter, then edit your page template and exclude Flow 9 from the MA chain.
It should stay in your foot note and disappear elsewhere.
Flow is set to MA, but when adding it to the annotation, it appears as LH instead of MA.
This is because you’re editing the page directly, instead of creating a new page template that has a frame for the footnote. This last option is the way I do it, and I think the Dorico way. This will ensure you have no overrides in your project, so any further changes to your project will benefit from Dorico’s magic.
You can try to open your First or Default page template, and remove the Flow 9 from the MA chain.

Is it okay if the MA setting isn’t applied to the annotation?
What @MarcLarcher was explaining is that if you create a music frame in the Page Template, you’ll get a “M-something” frame chain, while if you create it directly in the page, it will be a “L-something”, like in your case.
You can keep your LH frame. It’s just less flexible because it makes a page override (red triangle) on this page, which means that further changes will be more difficult.
But if it works for you, it’s OK!

What is the method of use?
You can create a page template that you apply to this page. Here I add a frame with the Flow 3 at the bottom of the Flow 2. You’ll see that there is no page override at the end (and that the added frame is called MI and not L-something).
