Flow heading and 1st system in flow

Is there a way to break the link between the flow heading and the first system in the flow?

I often have to make adjustments to the distance between the 1st system in the flow and the flow heading due to assorted pieces of staff and system attached text that Dorico doesn’t account for when laying out the page. Moving the system doesn’t work since it just drags the flow header along with it, so I’ve been moving all the staves instead. That works fine, but I was wondering if there was a way to break this implied connection so I can change spacing by moving the 1st system instead of all it’s staves.

Change the flow heading bottom margin, either for the layout overall or on individual pages.

Thanks. I didn’t realize it could be done on a page-by-page basis.
