Follow cursor problem

I use the shortcut key “F” for sometime but after a reinstall the cursor won’t follow the tracks.

The behavior is F on, icon lights up. no scrolling, F off, icon light goes off, no scrolling.

I’m running 6.0.7 on a Mac lion
