I’d like a simple dotted half note, but Dorico insists on using a quarter note tied to a half note instead. Anyway, when I try to force the stems down, the first stem goes down, but NOT the second.
Reset position for the whole note group, then switch to Engrave Mode and change it there.

I don’t understand what this means. I cannot force a dotted half note.
In Notation Options go to note grouping and see if this gives you what you want.
You can also force duration to get a specific note changed to what you want.
I answered only the stem direction question, sorry.
For the rest, you need to select the note, press O to Force duration, then change the duration to something else and back to what you want it to be.
For what it’s worth, more recent versions of Dorico will flip all notes in a tie chain when you select them and hit R, so you might want to consider updating to Dorico 5 from your current version.
