Forced the display of rests and didn't quite get what I want

I’m finishing off a handbell quartet. In the first couple measures the bass clef stem up voice has no notes. I needed to explicitly show a rest. So I followed these steps (as I had learned in a previous forum question):

  1. Activated the carat and switched to the upstem voice
  2. Selected the whole note in the left panel.
  3. Selected Force Duration.
  4. Selected the rest in the left panel.
  5. Typed “y”

I did get a rest in each measure. The second one is nicely positioned in the middle of the measure. However, the first is placed over the whole note in beat 1.

Why isn’t it positioned in the middle and what might I do to put it there?

If you want a proper centered whole rest, the way to do it is to activate the caret, switch to the appropriate voice, open the Bars popover with Shift+B, type rest and hit return.
