I think it would be really useful if, when selecting Propagate Part Formatting, the “Copy formatting from” column has the current Layout selected by default.
And maybe even the “to” column defaulting to the next Layout?
If you invoke the dialog by right-clicking in the Layouts panel, Dorico does already select the currently-selected layout in the dialog, so perhaps give that a try?

For some reason, I think it should happen no matter how you invoke the function. If you can open the dialog from the jump bar, is there a reason why this wouldn’t be possible?
If you didn’t need this feature then would it make any difference (as you‘d still have to click on what layout you did want to copy)?
