When I have a multibar rest at the end of a flow and select the last barline to make a frame break I get an extra bar on the new page… See example below.

A frame break pushes the following music (in that flow) onto the next frame. Logically, if you select a final barline, there isn’t any “following music” to push into the next Frame, so Dorico has to create some! The solution is to put the frame break on the first beat of the second flow.
