I went to Stillwell audio and while looking at their plugins, I saw that they had a free bit rate sampler plugin. I downloaded it and installed it in Cubase where Wavelab 7 Elements finds it no problem. It seems to work very well. it’s called the ‘Bitter’ and its available in 64 bit. 
Definitely a big help for me.
