Free Halion SE 3 Libraries Not Working: "licenses are missing"

Hi, so I recently installed Cubase 10 Pro, and I downloaded all the libraries that are compatible with Halion Sonic SE 3 which I think are supposed to be free with the purchase (Guitar Harmonics is definitely one of them) but I keep getting this message. None of the libraries show up.

“Some content could not be loaded. Either, licenses are missing, or trial licenses have expired”
But it’s supposed to be free, even for Halion SE3 right?
I’ve reinstalled Cubase 10 Pro, I’ve done a reinstall of the eLicenser Control Software, and I’ve ran usb maintenance a ton of times already. I’ve tried registering the libraries again through Steinberg Library Manager, and it gives me this:

I’m running Windows 10 Pro, i7 4770k with 16gb of ram. Cubase and all my libraries are installed on a 1tb ssd, separate from my OS drive since my OS drive is only 250gb.
The Halion libraries are downloaded to a separate hard drive, and then I installed them onto my ssd.
Engine Roar is working though.
Does anyone have a fix for this?
