Is there any way to freeze a bar or system, where no internal part of will change?

look in Engrave mode: menu Engrave>Format system>Lock System , or use the button (you need to have something selected on that system first).
This will lock only the system (the smallest thing that you can lock), it means that the number of bars in that system will not change.
There are then commands and buttons to lock the frame and to lock the whole layout (with the same functionality: the number of bars inside the locked “region” will not change):
What other kind of freezing are you looking for? Can you make an example of what and why you need to freeze something else?

What I want to lock is all the notation in a bar or system, where the only thing that will change or move or adjust is that which I change or move or adjust myself. So if, for example, I delete something, no other objects change or move adjust to that deletion. And the same if I add something. In some instances I find Dorico over “helpful”, or over reactive, to put it another way.
Can you show a practical circumstance where you don’t want the spacing algorithm to have any effect? (This would mean to not have the core functionality of Dorico, which is to follow Engraving rules to produce a consistent result)
I think it is not possible to freeze everything.

But for example you can globally deactivate Collision Avoidance for a specific layout (this will make the staves follow only the minimum gaps set in Layout Options>Vertical Spacing):

For several items you can deactivate Avoid collision (globally or locally in the Properties): this means that the item will not adjust itself (or adjacent items), so when you delete it it will not cause movements.

When I’m doing exercises and music examples the regular spacing sometimes would be better turned off for me for certain things.
I understand. I think there are several ways to obtain this (as I generally described). It would be very interesting to see a Dorico project example where you wish to have the “freezing” so we can give specific advices on the best way to proceed.
I don’t really want to give this advice, but you could go to Engrave Mode, Manual Staff spacing tool and move each system slightly until all boxes are red (instead of blue).
Do the same with the manual Note spacing tool, make all barlines red boxes by shifting them slightly.
This way you have wrecked the Application logarithm, and the systems will not move anymore.
One could use this procedure as a good example how not to work with Dorico.
