all Steinbergs products have a French user manual but not Spectralayers pro 7.
Is it expected to translate one?

Unfortunately this is not on the agenda right now, but maybe in the future… SL’s translations are actually pretty new, and keep improving. So it might be possible that at some point the manual gets translated as well.
