When using the (Import track file) feature to either bring a track with MIDI files from another project, or to bring my personal MIDI files saved with the (Export selected tracks) feature,
When trying to do this, most of the time the MIDI files come out completely out of quantization, out of time, disorganized and the MIDI files at the end of the tracks come out blank with nothing inside.
In Cubase 13.0.21 or in previous Cubases such as Cubase 12 this feature works perfectly well.

Your screenshots would be more helpful if you didn’t have the open menu hiding most of the Inspector. Also having a MIDI Part Selected and seeing its settings on the Info Line might be informative.

If I use Cubase from version 13.0.30 to version 14 without opening any old projects, the bug does not occur. I found a solution to the problem.
When installing Cubase 13.0.30 or any other version higher than 14, to prevent the bug from occurring, you cannot open any old projects, or anything related to projects created previously.
From the moment you install it, you can only use Cubase by creating projects from it. Do not try to open anything created previously in another Cubase, as the bug will appear. And once this happens, there is no turning back. It is as if Cubase has become infected. Some information is probably stored in its settings or in some system folder.
