Generic Remote: Add Transmit flag functionality to Commands

There’s a complete restructure/replacement of the Generic Remote - so maybe it’s already in place behind the scenes? We won’t know until at least the next major release (C11.5), though.

Rumour has it that we are working on a new MIDI Remote API. Usually we are not talking about our development roadmap, unreleased products or projects that are still under construction. But I guess we should make an exception from our policy here.
