Manual, I’m afraid.
Alternatively, you could use an all-caps font in the corresponding text frame of the page template.
It might be nice if Dorico provided some basic text-manipulation macros as part of token substitution, so that we could do, for example, {@projectTitle@:upper}

Yeah, that’s what I would think to do first. Lots of good All-Caps and Small-Caps fonts out there.
