Hi. Is there a way to change the default size of (e.g.) dynamics, playing techniques? I know that an individual symbol can be scaled in the properties panel but can I set a relatively smaller/larger size for a whole family of symbols for particular projects?

Yes, you can generally influence the size of notations by editing the relevant font or paragraph styles, in Engrave > Font Styles and Engrave > Paragraph Styles respectively.
On the whole, however, the default sizes that we have chosen have been carefully selected to provide a good balance, so proceed with caution.
