If you don’t find a Notation Option that allows this (I quickly checked and didn’t find), you can either enter a local (hidden) 1+3/4 Time Signature in the bars where you have this figure, or enter your rhythm once in a normal 4/4, alt+click it where you want, and use Lock Duration (letter L) to just change the notes.
But maybe is there a global setting in Notation Options that I missed…

Maybe, if you preserve Force Duration (?):
Manual tip: You can choose whether or not Force Duration retains its previous state when you stop and restart note input in Preferences > Note Input and Editing > Note Input. (pg.337 - D6)
Yes, I guess it gets overridden by the Notate as single note.
