Golden ratio note spacing?

It’s a bit of an edge case I suppose, but I’m trying to understand exactly what’s happening with the Minimum space for short notes setting in underfilled systems. Here are some substantially underfilled systems that are spaced exactly as I would expect, with no notes invoking the Minimum space setting:

In the above, as the ratio changes from 2:1 to 1:1 the bar with the shortest note values gradually increases width to take up more room on the system.

Once the Minimum space for short notes values are invoked, the bar with the shortest note value decreases width here as the ratio changes using the factory default of 1 3/5, until the final 1:1 system which is much less underfilled:

Setting the minimum space value to 1 for the same notes, results in the below where the bar width for the short notes in the 2:1 example is obviously incorrect according to the spacing ratio and is wider than the 1.62:1 example:

So I’m guessing each note is assigned a width value, and then all the notes in the system are given a fixed multiplier to fill the system? Which in the case of short notes and underfilled systems can skew the spacing out of whack with the specified ratio? I’m curious if it would be possible to give a logrithmic multiplier rather than fixed so the ratio is more closely maintained. Or to maintain the fixed short notes value and multiply everything else until it becomes necessary to increase the width allotment for the short notes as well. (I may be completely wrong here, just trying to understand what’s happening.)
