Hi!
I use (on Mac) CMD-G to bring up the Go To Bar. I enter a measure (e.g , 29). As per the docs, it brings up the page with m29 on it.
I’d expect, then, measure 29 to be selected … meaning I could SHIFT-N and start entering notes on m29.
This is not my experience.
From this can you tell if I’m doing something wrong or are my expectations incorrect?

I think your expectations are incorrect.
What if the layout you’re viewing has more than one player or staff? Which m. 29 should be selected? GoTo just changes the view.
You don’t need to select anything: pressing Shift -N when nothing is selected starts note input on the highest staff in view.

(But not necessarily in the measure you GoTo-ed – Dorico chooses the leftmost measure that’s even partially visible for note entry.)

Just fiddled a bit with this, didn’t use Cmd-G before. But the “when nothing is selected” in the quote of Lillie is crucial here. When I’m inputting notes in bar 10 and then Goto bar 60 and press shift-N again, notes are entered into a bar which is not on screen, and the extra notes might get unnoticed.
Note to myself: Be careful with Cmd-G
