I can’t find any way to input a grace note after a pitch. Is there no function for doing this in Dorico?
Grace notes only come before a pitch, so one would have to apply the grade note to the next note.
What’s this for? You never see graces after the note in Western classical music, so I’m guessing this is for bagpipes, or Indian music,
Or are you looking for something specifically like this, grace notes into the downbeat?
If you select the grace notes and open the bottom Properties panel, you can toggle on the “Grace note before barline” property.

Ah, so that’s what you mean. Indeed, the notes do not belong to the note before the barline, but to the group after it.
