I have tried several different ways to make this work, but I’m coming up short and looking for ideas.
I want a particular flow to start with a graphic frame after the flow title, and before the music. In this case, the “graphic” is an SVG export of some Gregorian chant. It’s simple to add a graphic frame at any point after the first line of music, but I’m not finding any way to add it such that it appears before the initial music in the flow, but after the flow title.
Am I missing something or is this just something that can’t be done?
Random suggestion: if it’s a one-off, I wonder if you could add it as a custom playing technique…
Of course you’d need a large value for flow header margin below, or adjust the staff spacing.
Is this something that could just be added onto to the layout directly and moved around as desired? Does it have to attach to the staff and get moved around?

No, it’s effectively independent. The problem is that the flow title is effectively inside the music frame (in regular engrave mode, not when editing the master pages), so I couldn’t find any way to interpose a graphic frame between the two.
But a playing technique could work since it’s then “embedded” inside the music frame.
Simply overriding the page and adding a graphic frame works but the flow title is in the wrong place:
Gotcha. You can also move the staff independent from the flow header by using the small staff handles instead of the big system handle.
Is this part of a larger work that requires it to “flow” with the music? If not, I’d just fake it. If so… hmm. Staff spacing will get erased easily. Maybe use a different flow header for that flow that makes space for the SVG. It’s a tricky one.

I had forgotten about the separate handles for dragging the staff so thank you for the reminder there.
I think a custom flow header might actually work as I want it here, so I’m going to try that.

You could possibly make a custom flow header template with the graphic frame in it.
I agree with @Derrek , a custom Flow Header is probably the best route. I’ve roughly edited @StevenJones01 's version to demonstrate…

Caveat: if you are planning on showing different images for multiple Flows, you will have to set up separate Flow Headings for each, because the Graphics Frame will not be independent (i.e.: the image you load into it will show for any Flow that uses that Flow Heading).

Or just edit the First page template: add the graphics frame there, and lower the top of the music frame on it.
Flow headings do indeed go inside music frames; therefore, the top edge of the music frame is the highest position a flow heading can appear.
Or just change the Bottom Margin for the Flow Header, so that the graphic frame fits before the music starts.
Ah yes, I was distracted by the screenshot where the graphic was “before”, and missed in the OP where Tim specified (clearly) “after” the flow title.
In which case, yes exactly you can change the flow heading bottom margin just on that first page, if you’re happy with the margins elsewhere; or you can change the bottom margin for all flow headings in the layout to be big enough to accommodate a graphic like this.

I know that this was a bit of an unusual request.
The “Pange Lingua” from the Byrd Corpus Christi mass propers alternates between chant and polyphony.
I have been working on a full performing edition for the choir I sing in with all of the music in the correct order and with the additional chant inline with the music hence the need to interleave music and graphics frames.
