Is there a way to set where to start the dashed part in the half-dashed slur?
Is there a half-dashed hairpin in Dorico? Any plan for the future version if not?

No, there’s at present no way to influence the point in the slur at which Dorico will switch between solid and dashed; it’s always at the halfway point. We don’t have any current plans for half-dashed hairpins, but I’ll make a note of your request.
I think they are necessary for “Urtext” publishers. (not to mention there’s no point to have half-dashed hairpins if there’s no way to edit them)
