Halion - 0 modulation is not 0 volume

Hi - when I make MIDI notes for Halion instruments (e.g. Iconica Opus) on Cubase Pro 13, I use the modulation CC to control the dynamics.

The trouble is, the notes already start sounding before I increase the modulation above 0.

Notes also continue sounding after I “fade them out” by decreasing modulation to 0.

How can I make modulation stop all sound when it reaches 0? Thanks

What sound specifically do you use, please?

Hi - for example, Iconica Opus: “Strings High Ensemble”: Sustain mode.

But I get this “issue” from all sustained Iconica instruments.
