It seems that expression pedal CC 11 controls the volume of every Halion 3 SE instrument and there is no way of turning this off. Yes I have tried the CC filters in both Halion and Cubase.
I know the work around will be to have the pedal output a different CC but…

How did you filter the MIDI CC11 out on Cubase side? In the Preferences > MIDI > MIDI Filter > Controller > Add CC11? This is working for me here.
