I’ve been trying to get the hang of the Library Creator, but so far, not entirely.
I did, however, run into this freeze, which I can reproduce.
Open Halion 7 in advanced so you can access the Create-Library tab.
In the Structure tab, create a VST3 presets folder
Drag in onto the Content tab
freezes the program every time.
