This has been a long time issue with Halion Sonic SE for many versions – panning will not stay centers and sits to the right & cannot be moved. If this has been addressed before, I couldn’t find it (& may be a Cubase issue since the same problem follows in Native Instruments as well).
Also, TGuitar in Halion does not hold chords selected for a key (in Chord mode), they always revert back to (chord)5 (fifth) when the PC is restarted (& projected had been saved).
I’m using Cubase Pro 11 & this issue has occurred for many years on several PCs.
