Try turning off the Flex Phraser if you just want it to stop the arpeggiator.

Very rarely does a subject line actually ‘say it all’

If however you want to edit a Preset to disable the arpeggiator in that Preset, I don’t think SE lets you edit Presets like the full version of Halion.
