Write > Edit Duration. But there are all kinds of caveats – you need to make sure that Insert mode is on, or it will literally halve each note and then add a rest to fill out the original value, and it doesn’t work with tuplets, and it doesn’t move things like rehearsal marks, tempos, etc.
