is there an option for having the letter names of harp pedals be a bit closer vertically? (ie: right pedals vertically closer to the left pedals, so taking a bit less room between and below staves)
I think Paragraph Styles / Harp Pedal Settings / Leading should do it. Try setting the leading at 70% or so and see if that gives you the result you want.

I’m having my harp part in a symphony looked at by a harpist, who is making lots of wonderful suggestions.
I foresee some horizontal spacing issues, particularly where glissandi are concerned.
At least now I don’t have to worry about the pedal markings taking up too much vertical room as well.
