I wonder whether any of the advice in this thread will help:

I am not a Chrome user myself, but I believe you can view/edit the custom protocol handler settings as follows: Select the Chrome menu on the browser toolbar Select Settings Select Show advanced settings In the Privacy section select Content settings Locate the “Handlers” section

It sounds as if the browser is blocking the prompt that should allow Steinberg Download Assistant to run. Steps are provided in the linked thread to reset that setting for Chrome.
