I know that dorico basically has only one comma in the bar, but I asked if it was possible to input two, one above and one below. It seems it is not possible. There is no one to reply today. However, I was wondering how to express this score.
If you have two (or more) voices on one staff and they all have a rest in a bar, the rests are superimposed on top of each other. To select the rest in voice 2, for example, choose a note in voice 2 and use the left/right arrow keys to navigate to the rest. When the rest is selected, use Rest pos. in Properties to change its vertical position.
Otherwise you can create a rest symbol as text.
Write mode
Shift-X
Right-click for Music text
Search for “rest”
choose Whole rest
Click it to enter it
Scale and move (Engrave mode)

Select a rest.
In Properties > Notes and Rests, change the value in Rest pos.
2 is the default position for a whole rest.
A higher value will cause the rest to move upwards, and a lower value will cause the rest to move downwards.
Rest pos. is short for rest position.
In my first reply, I suggested that you select a note and use the left/right arrow keys to navigate to the rest. This method should select only the rest in that voice. When you have reached the rest, use Rest pos. to change its position.

First of all, in Notation Options > Rests set Bar rests in additional voices to Show bar rests.
Make sure you are in Write mode.
In the following example, select the E in voice 1 in bar 4 and press the right arrow key. The rest in bar 5 will highlight. Press the right arrow key again and the first note in bar 6 will highlight.
Do the same for voice 2 starting with the G sharp in bar 4. When you press the right arrow key, the rest in bar 5 will NOT highlight but you can change its position using Rest pos. Pressing the right arrow key one more time will highlight the E in bar 6.

It worked for me using the steps I described in my last post.
The one difference is that I already had notes in two voices before the bar of rest. Your rest appeared to be in bar 1.
It looks like the behaviour is different if the rests are the first musical elements in a piece of music (ie in bar 1).
Try this:
In Notation Options > Rests set Bar rests in additional voices to Show bar rests.
In the View menu > Note And Rest Colors, turn on Voice Colors.
Input some notes into bar 2 (this is to prevent the voice changing in this bar - you can delete these notes later).
Activate the caret in bar 1.
7 Shift-B rest Enter.
Enter or Escape (to exit input mode).
Activate the caret in bar 1 again.
Shift-V (to start a new voice, or V if there is already another voice).
7 Shift-B rest Enter.
Enter or Escape.
Left arrow.
Properties > Notes and Rests click on Rest pos. The rest in voice 2 should now appear below the rest in voice 1
Delete the notes in bar 2.
Turn off Voice colors.
