Ok, I tried one (time consuming) way (maybe someone has a better suggestion):
- delete all the TS from bar 2 to bar 14 (you remain with the initial 6/8 and the final 9/8)
- insert a local 6/8 at the beginning of the drums as shown in my previous screenshot
- insert the other TS as local TS for the other instruments: you can create it for the upper one, and then duplicate it to the staff below using some personalised shortcut
