I strongly disagree, it was pretty tedious to arrange I and II vertically in Finale. The score manager became confusing, you saw only the roman numbers because the instrument names were actually group names which are defined in another dialog window. And you had to adjust the gaps between the I/II and the left barline instrument by instrument.
Here is a starting point. It uses singular instrument names (like the clarinets in your example) and Flute III doubles Piccolo.
Everything has been accomplished with global settings, no manual interference.
