Even though I have the Iconica sketch piccolo, I can’t use the piccolo long notes

Check that you are using the Iconica Sketch piccolo (In the Halion GUI select the piccolo and hit EDIT).
Then check you are using the correct expression map…

(Note: Iconica Sketch is not the same as Iconica Sections & Players, nor Iconica Ensembles)

Why a red key in Name such as: Piccolo dynamics, Piccolo long notes?

Your first image shows that you do not have a licence for Iconica Sections & Players, but the library is found on your machine. I guess that is why Media Bay is showing them with the red key.

But the Piccolo long (sustain) articulation is contained in the Iconica Sketch instrument (together with Staccato, Marcato, non vib and Legato). These sounds will be accessed automatically if you use the correct Expression Map (Iconica Sketch Picc, Fl, Ob, Cor, Cl, Bsn, Tpt, Euph) for that instrument.
