Hide empty staves causes squished systems

I am trying to hide emtpy staves on my wind ensemble score. Usually, it is working and looks great. However, there are a few pages where everything on the frame gets squished vertically and not stretched to the full page like it should.

Left page is working and right pages is squished

How can I fix this?

Try experimenting with the settings here.
Library->Layout Options->Vertical Spacing.
