AFAIK there are not many options for this. What I usually do is add an extra player to the project in Setup mode that I call Cues, then use manual staff visibility change ( Edit>Notations>Staff>Manual Staff Visibility) to hide it from the full score so it will only be visible in Galley view. You can then add custom cues in there, so in this case without the l.v. tie (or, if the l.v. is added by Dorico because the cue ends in the middle of a note, shorten the note value).
If it’s a non playing cue (so not visible in the full score), and the lv happens to be attached to a closed notehead, then you could also take the hackier route of pulling the tie inside the notehead in the part layout in Engrave mode (make sure properties are set to Locally). But I’d always choose the cue staff to be honest. Others might have better solutions.
