How do I hide cue rest on measures, where there is no music in the cue part?

Hope this is possible.
You have one cue which extends for the whole piece.
It is possible, in Properties, to hide rests around cues. However, it is not possible to hide rests within cues.
It’s a bit of extra work, but you will need to use separate cues with each cue lasting only as long as there are notes. For example: bar 1, bars 17-20, 22-23, 26, 29, etc. all being separate cues.
Because it’s a drum set, it is a bit tricky but I’ll try to get it done for you and upload it here.

After deleting the original cue (56 bars long!), the easiest approach for me was to create a cue for bar 1, select that cue and copy it, then select the first slash in a bar where a cue is wanted and paste the cue, followed with lengthening it by using shift+alt+ right arrow (or by dragging the small circle at the righthand end of the cue) until the cue was the desired length. Showing all signposts made things easier, as did setting Layout Options > Players > Cues to Show cues in the Full Score and the Drum Set layouts.

In case you want to try this procedure for yourself, here is what I did to create the first cue.
In the Full Score layout (so that I could easily see which bars contained hand claps) I activated the caret for note input (selected the first slash in the Drum Set staff and pressed shift-N) then pressed shift-U, typed H, pressed down arrow, pressed Enter, then used shift+alt+right arrow to extend the cue for the length of the bar.

Just click on the cue label (probably H.C.) and press Delete.
Not exactly sure on how you do this.
Do you have to new part for each cue section?
That would not work for me.
It would be great, if it did not show empty measures.
I would recommend duplicating the file and working on that copy. Once you are confident, you can make the changes in the original.
To summarise what I did.

In the View menu, Under Signposts
a) Uncheck Hide Signposts
b) Check Set All Signposts Shown
(these two steps might not be totally necessary, but it certainly helps to find things which are hidden). -
In Layout Options, under Players > Cues, select the Full Score and Drum Set layouts in the Layouts list at the right, then check Show Cues and click Apply (and Close)

In Write mode, view the Drum Set layout

Delete the Hand Clap cue by selecting the cue label (H.C.) in bar 1 and pressing Delete.

View the Full Score layout - this is so that it is easy to see which bars will have cues

In the Drum Set staff, click on the first slash (single-click, not double-click) and press shift-N

Press shift-U. In the Cues popover which then appears, type the first letter of the player being cued. In your file, this is Hand Clap, so type the letter H, press the down arrow key to select it, then press Enter to confirm. After having done all that, this is what I saw:
The small circle at the righthand end of the cue marks the extent of the cue. Click on it and extend it to the end of the bar by either dragging it with the mouse, or by holding down the alt and shift keys while pressing the right arrow key until the circle is at the end of the bar. The amount it moves is governed by the Rhythmic Grid setting.

Click (single-click) on the cue label (it should show as H.C.) and do Edit > Copy (or use the keyboard shortcut: cmd-C on Mac, ctrl-C on Windows)

The next bar where a cue is required is bar 17. Click on the first slash in the Drum Set staff in bar 17 and do Edit > Paste (or use the keyboard shortcut: cmd-V on Mac, ctrl-V on Windows)

Use the same procedure as described in the 2nd half of step 8 to extend this cue to the end of bar 20.

Repeat steps 11 and 12 for anywhere else you want a Hand Clap cue to appear, remembering to single-click when selecting where the cue is to appear, not double-clicking.

You will probably want to revert what was done in steps 1 and 2, but only select the Full Score layout when unchecking Show Cues in Layout Options > Players Cues. If you uncheck Show Cues for the Drum Set layout, the cues will still be there, but they will not show.
By having separate cues for each instance, the bars of rest in the Hand Clap part will not show because those bars are not part of the cues. In your original 56-bar cue, that cue included everything in the Hand Clap part - bars containing notes and the bars of rest in between.
It appears that I missed placing a Hand Clap cue in bar 9 of the Drum Set part, so I have re-done the piece. This time, instead of creating a cue in bar 1 then copying and pasting that into the other locations, I created a cue at each of those locations using the procedure I described for bar 1. I still needed to adjust the length of each cue, but I expected that as each cue was the length of what was selected, namely 1 beat. I have also taken the liberty of hiding the cue labels (H.C.) from the second cue onwards, by selecting them all and enabling Properties > Cues > Start text but entering no text. This creates a signpost (in orange) at those locations. The signposts can be seen if View > Signposts > Cues is checked. If you need to select one of those cues you will need to turn that on, as cues are easier to select by clicking on their label or signpost. Otherwise clicking near the start of the notes/rests in the cue can be a little tricky.
