Is there are setting to control the horizontal padding of time signatures, i.e. the distance to the barline before and also the padding for the cautionary time signatures at the end of a system?

Yes indeed: in Engraving Options > Spacing Gaps
(Gap after key signature and Gap after mid-system time signature)
