How can I get my rest back after "removing rests"?

I removed rest in the middle of my project. I tried to restore these whole note rest on strings and I found that I could restores some if I added some notes in the middle of the bar and click start voice. (I searched some posts with the same issue)

However, when I removed these unwanted notes (only for the purpose of restoring the whole note rests), it returned to no rest. I attached my Dorico file here. Could someone help me, thanks!

In Write mode, select all the rests in the pick-up bar, open Properties and disable Ends voice.

Untick the Ends voice property with the rests selected.
