How can I keep new install from finding my 3rd party VSTs?

I’m trying to troubleshoot a problem.

Tonight I finally uninstalled all versions of Cubase Pro I could find (9.0 through 10.5), then did a fresh install of 10.5.

I would like to add VSTs back to the program one at a time to observe behavior.

I hid old preference files by renaming the folders.

Yet, when I start Cubase for the first time after install, it STILL seems to know where my 3rd party VSTs are.

I stopped Cubase then restarted with NO 3rd party plugins.

The file list in VST manager is empty.

I entered a new folder path containing exactly ONE 3rd party VST. But when I hit rescan, Cubase found several hundred 3rd party VSTs (except of course the one that I wanted to add).

How can I control which 3rd party VSTs are added?
