If you want all your systems to look like the 3d one in your screenshot, decrease this value (Layout Options > Vertical Spacing > Vertical Justification):
If you want all the systems to look like the first and the second, increase it.

If you want 2 systems per page, then you’ll have to reduce the space size and/or the margins, frame margins, inter-system gaps, etc…
